KAYSER, PAUL:

German jurist and diplomat; born at Oels, Silesia, Aug. 9, 1845; died atLeipsic Feb. 13, 1898. He was admitted to the bar in 1872; became city judge in Berlin in 1875; was appointed "Regierungsrath" in the department of justice in 1880, and "Geheimer Regierungsrath" in the imperial department of insurance ("Reichsversicherungsamt") in 1885. In that same year he was transferred as "Wirklicher Legationsrath" and "Vortragender Rath" to the department of state. He became "Geheimer Legationsrath" in 1888, assistant chief of the colonial department in 1890, and "Wirklicher Geheimer Legationsrath" in 1891. In 1894 he was made chief of his department. Having been connected for more than ten years with the colonial department, he received (1896) the appointment of "Senats-Präsident" in the "Reichsgericht" (the highest judicial court of Germany) at Leipsic. He embraced the Protestant faith.
